Monitoring, Evaluation and Accountability Against Corruption: A South African Case Study Pages 521-531

Abstract: The article is an empirical effort to research and analyse the dialectical relationship between public sector monitoring and evaluation relations, structures and processes with corruption and accountability. The case study is the Gauteng Department of Health that has been the subject of this research for the last two years as a part of a wider health-related project.

Following a brief exposition of the concept of monitoring and evaluation that has been covered extensively in international and national literature, its relationship with accountability is explored. The existing legislative national and provincial legislature as well as the existing state rules and regulations are presented before the description of the project’s research methods and design. This is a research project utilising a qualitative–based research design and framework consisting of thorough content analysis of primary and secondary sources including government official documents, newspaper articles and face-to-face interviews with a wide range of carefully selected public administrators, political figures and representatives of the public sector. The paper presents an analysis of corruption trends within the department as identified in the latest Auditor General’s report, a corruption–ridden case and the wide-ranging responses of the interviewees. Assessment of Electoral Management and Democratization System in Nigeria: A Case of Independent National Electoral Commission (INEC) Pages 469-476

Abstract: Nigeria is a country in transition. Since election constitutes a vital ingredient of every participatory democracy, the electoral system therefore is very vital in a country still under transition. Democracy, often, is based on its interface with development. Thus, if democracy is practiced in a manner that accommodates majority of the populace, it has the capacity to jump start human development. In Nigeria, however, the system of democracy has been intercepted by illegitimate regimes over the years, and thereby undermining national development. The relationship between the democracy and development engendered debates over the years among scholars and policy makers. This paper therefore postulates that the electoral institution in Nigeria could be blamed for ushering illegitimate governments, owning to their failure to conduct free and fair elections. The paper concludes that a policy should be formulated to strengthen the electoral body, Independent National Electoral Commission (INEC) to make it truly independent in carrying out the mandate of the people.

An Overview of Public Sector Budget Monitoring & Evaluation Systems for Gender Equality: Lessons from Uganda and Rwanda Pages 477-489

Abstract: Citizen expectations regarding government accountability and transparency are rising around the globe and this has given politicians and public administrators an obligation to account for their actions more regularly than in the past. Although a number of African countries have made notable strides in public expenditure management, citizens` level of trust in government is eroding owing to administrative challenges such as corruption, embezzlement of public funds and ineffective delivery of public services. Against this backdrop, public sector budget monitoring and evaluation has emerged to spur efficiency, effectiveness and transparency within organisations and institutions in relation to meeting developmental goals and outcomes. One of the socio-economic ills prevalent in Africa is the failure to channel resources towards the achievement of gender outcomes as shown by existing gender disparities. Using desktop research, this article responds to this ultimate concern by examining the extent to which Uganda and Rwanda have played a leading role in the implementation of budget M&E to achieve specific gender outcomes. Results show that although a number of countries have transformed their budget monitoring and evaluation mechanisms, only a few have managed to align these systems to gender equality goals.

Strategies to Improve Capacity for Policy Monitoring and Evaluation in the Public Sector Pages 490-499

Abstract: Scholars around the globe have contested the inadequate infrastructure and tools used by public sector agencies to monitor and evaluate public policies and programmes. Some of the urgent issues of concern deal with the inadequate human capacity in public agencies and departments to conduct fair and credible evaluations in the public sector. South Africa is not the only country that has adopted a government wide monitoring and evaluation system, other countries like Ghana, Kenya, Benin and Uganda have also endorsed formal monitoring and evaluation practice in the public sector. This article argues that monitoring and evaluation must not just measure the effectiveness and efficiency of public programmes and processes, but it must create a sustainable process whereby participants and evaluators can learn from the process. Capacity building in monitoring and evaluation must be fairly and continuous conducted to offer credible and valid information and knowledge on M&E by training agencies and institutions like universities. This theoretical paper adopted document analysis strategy to review and evaluate documents used as data source. Lessons learnt from this article contribute towards the existing strategies to enhance monitoring and evaluation.
