Abstract: The article aims to reveal the didactic potential of modern educational technologies used within the framework of the fractal approach in teaching stochastics to learners, to show the effectiveness of fractal approach technologies in practice experimentally. In the course of the scientific research, the authors employed scientific analysis of literary sources on philosophical and methodological problems associated with the introduction of a fractal approach in teaching and informatization of education; systematization and generalization of the principles of fractal pedagogy; study, analysis, and concretization of advanced pedagogical experience in the use of modern educational technologies in the educational process; observation and analysis of the results of educational activities of seventh graders; and pedagogical experiment. This research allowed for identifying a group of modern educational technologies in the implementation of the fractal approach in mathematics lessons and identifying their didactic potential and possibilities of using, which is reflected in Table 1 of the main text of this publication. At the same time, it was found that the technologies of the fractal approach in teaching are quite useful: the experimental group received the best result.

Abstract: Health sector in Indonesia faces many complex challenges. The enactment of the new regional government legislation has resulted in a decentralization policy design that requires the regional government to cover all the health issues. Besides, the policy on health issues is also influenced by the many changes of national strategic environment. Many findings indicate apprehensive situations in the health sector. Some of the problems include health financing, health personnel, and health regulations. Thus, it is recommended that each regional government develop a Regional Health System (RHS) as the implementation of health policy.

DOI: https://doi.org/10.6000/1929-4409.2020.09.197

Published: 17 December 2020

Abstract: The authors of the paper present for the first time the concept of media noise in the living space of modern children; they also introduce the concept of media noise as forced media consumption in a background (backdrop) format, and consumption in parallel with the main activity (foreground). The stressful effect of the operation of screens and players in the background on people in this space, and the impact of the inclusion of children in a continuous media stream are assessed. It is noted that pervasive media increase the potential of psycho-emotional impact through trance methods of exposure affecting the cognitive, affective and behavioural sphere of individuals, and this forces them to consume information, burden the information space of children, and qualitatively change the social situation of their development. The paper presents the findings concerning pilot studies of the media noise phenomenon and the state of media noise. The existence of a relationship between various parameters of forced background media consumption is shown; the main situations of background media consumption, as well as the reasons for the independent media noise initiation and its duration, are given. The aggravated negative impact of background media consumption in connection with the new life realities of mankind during the period of total immersion in the media space is noted; the last is caused by the need for social distance.

Abstract: The most important reserve for improving the efficiency of any institution or organization is to improve the quality of timely management decisions. The conditions of existence of societies (organizations and individuals) in the modern world are constantly and rapidly changing, that makes special demands on the individual decision maker. In the current situation of the global economic crisis, which is accompanied by changes in resource, environmental, political, legislative, industrial, living conditions, management issues become especially relevant and require improvement of their scientific basis. In connection with the above, the purpose of the work is to present the features of the development of socio-psychological traits identified in the empirical study, depending on the level of management occupied by the person, to optimize its functioning.

Published: 17 December 2020

Abstract: In this paper, using the example of two scenes, they showed that it is possible to perceive the depth and spatial perspective of painting images (and other static scenes) without the condition of binocular disparity (hereinafter referred to as the 3D phenomenon). To study the 3D phenomenon, eye movement is recorded. The students of the Institute of Physics at Kazan Federal University and an experienced researcher of the 3D phenomenon, the author and the developer of the working methodology took part in the surveys on eye movement record. To identify the perception of spatial perspective, 3D raster images are used mounted on the same static stimulus scenes (pictures). The first plot includes obtaining information on eye movement in the conditions of perception of two paintings with the elements of a monocular perspective of images. Histograms show that students perceive the perspective of the pictures displayed on the monitor screen. In two scenes presented, eye focusing occurs outside the plane of stimulus images. When students demonstrate a monitor screen with text and a white sheet of the histogram, they show that the focus planes are located between the screen and the students' eyes.
