Abstract: The purpose of this article is to analyze and evaluate the place of folklore and mythological motifs in the heritage of Chingiz Aitmatov, to reveal the connection between folklore and national character. The work of Ch. Aitmatov and folk culture are closely interconnected. This multilevel context, in our opinion, is as follows: 1) appeal to the folk culture at the level of folklore and mythological motives; 2) appeal to fundamental universal values - conscience, honor, goodness, love, self-sacrifice, procreation, a succession of generations; 3) reconstruction of the ethnic codes of folk culture, mythologies, historical chronotope, nation; 4) the use of ethnographic and ethno-aesthetic micro-units to create the artistic space of works; 5) the use of folk texts, linguistic turns, stylistic means to create poetics of works; 6) recreation of the model of behavior, the lifestyle of a working person, people and its presentation at the level of semantic codes of poetry; 7) the inclusion of worldviews, people's view of life, what is happening, the moral assessment of events, actions by ordinary people as a litmus test of truth; 8) appeal to God, to the questions of God-seeking as the moral support of the people, society. And so, the article is devoted to the interaction of the writer's work with folk culture, multi-genre oral folk art. The basic paradigms, causes, and mechanism of the inclusion of myths, legends, legends, parables in works of art are studied. The role of folk culture in the writer's works is considered.

The Need for Establishing a New United Nations Body to Protect Earth from Back Contamination and Outer Space from Forward Contamination - Pages 920-924

Abstract: The purpose of the article is to explore the necessity to establish a new United Nations body, which is authorised to monitor and protect Earth and its organisms from biological contamination from extra-terrestrial sources and to protect outer space from forwarding contamination. Recent studies show that these contaminations could potentially have an extremely detrimental effecton life on Earth and for the safety of future outer space exploration. The study is doctrinal research and primary and secondary legal sources of international space law and environmental law are analysed. The research also applies a theoretical approach to determine what sets of principles should be applied and what intuitional innovation is needed to achieve optimally the goals of improving safety standards. This article presents a proposal for establishing a specialized UN organ to monitor an international agreement for the international planetary quarantine protocol of Earth. The need of establishing a new body in the system of the UN for protection of the Earth’s environment from harmful contamination caused by activities in outer space is quite distinguished. This publication aims also to increase awareness about the need for institutional innovation of the present UN system, particularly concerning global challenges like contamination from outer space and contamination of outer space. One of the major global challenges of today is the absence of safeguards for the protection of Earth from back contamination, an extra-terrestrial source of infection and destruction of space debris on the surface. The proposed new legal instrument would create guarantees for the protection of Earth and the outer space environment, support the adoption of a common space situational awareness system for monitoring and disclosing information about what is happening in outer space.

Politicizing Presidential Impeachment in the Contemporary World- Pages 936-940

Abstract: The role and importance of the president is growing in contemporary society; therefore, more is demanded of him. A request for the responsibility of the president in the form of impeachment has appeared in society. Usually impeachment is mainly considered a legal procedure with purely legal causes - the commission of a crime or a serious offense. However, in many countries today, we can observe the politicization of impeachment. This article deals with the problem of the politicization of impeachment, which is poorly addressed in scientific literature. The author provides arguments in defense of this thesis: the politicization of articles of impeachment and their broader interpretation, which allows finding the corpus delicti in almost any action of the president; politicization of the impeachment procedure; and the dependence of the beginning, course and outcome of impeachment on the alignment of party forces. The author concludes that modern impeachment is actually a vote of no confidence in the legal shell: legal aspects of impeachment are replaced by political ones. In this regard, the issue of simplifying the impeachment procedure and turning it into the routine way of terminating presidential powers is relevant.

Abstract: Today, one of the main resources for the effective functioning of many political, sociocultural, and communication processes is transition to the digital economy and digital reality in general. Informatization, computerization, automation naturally integrate into the artistic culture and transform it into a digital one. As a result, changes in the professional field of art definitely require changes in both the content, methodology and technological base of art education in the context of transition to digital economy. At the same time, digital technologies are a factor in the modernization of the higher education system, and its tool. There is an objective need to individualize and personalize educational technologies. In turn, digitalization creates the foundations by which these processes can be implemented. The article specifies pedagogical conditions for personalization of art students' training: activating self-education and self-development mechanisms through the creation of individual educational routes; enriching the informational educational and methodological base to maintain an individual format for studying the content of artistic culture; adopting a personal position of an adviser and a facilitator by the university teacher, which contributes to the design, stimulation and reflection of the personal and competent development of art students. The reliability of conclusions made within this theoretical study is confirmed by the positive results of experimental work.

Motivation Factors for Political Consciousness Formation in the Modern World- Pages 941-949

Abstract: The article deals with the problem of political consciousness formation in the global conditions of heterogeneous political structures, which generate a wide range of needs and interests of groups and individuals. The purpose of our study is to identify the motivational structure of the subject's consciousness formation in political structures of different types. Conceptual description of the motivational structure in socio-political systems requires complex application of various research methods. The authors utilize such methods as structural and functional analysis of the informational and social environment, the phenomenological analysis of the role of communicative practices in the public sphere driving the attitudes of mass consciousness in the process of political power legitimation. Empirical methods include public opinion polls. Following the typology of forms of political consciousness, it is possible to single out and to systematize objective system factors of the living environment and subject-oriented factors of consciousness manipulation in public policy. Remarkably, real social systems are characterized by the complex synthesis of elements from different types of political consciousness. The process of recognizing the legitimacy of power by an individual is defined by opposite motivational vectors of freedom and necessity and runs on the base of rational and emotional perception of the political situation. The unity of the diverse forms of political consciousness organization in the global society is based on the axiological consensus between cultures, between society and human, between state and person. These relations conceptually manifest in symbols that motivate individual and group consciousness to trust in power.
