Abstract: The Bolgar Islamic Academy (BIA) was conceived as the highest level of religious education, where Muslims from all Russian Federation could get MA and PhD degrees in Islamic Studies. Among the main tasks initially set for this educational institution was: a) Integration of all levels of Islamic education into educational consistency throughout the Russian Federation; b) Protection of Muslims from foreign influence c) Development of Russian national traditions in the sphere of Islamic theology; d) Providing opportunities for Russian Muslims to receive high-quality Islamic education (on the Arabic language) in their homeland. On September 4, 2017, the Bolgar Islamic Academy opened its doors for 75 students. Its opening was preceded by a rather interesting discussion, which affected wide audience, including Muslims, Christians, secular-oriented individuals and academic community. On the early organizational stage three concepts of the Bolgar Islamic Academy have developed: 1) the concept of the Muslim Spiritual Council of Republic of Tatarstan, 2) the project of the academic community (by Alfrid Bustanov), and 3) the proposal of Muslim activist Rezeda Safiullina. There were also heated debates between supporters of traditional madrasa education and reformist wing on the pages of the popular electronic newspaper Business Online. The discussion, debates and the final choice of the concept are a wonderful illustration of the Talal Assad’s concept of orthodoxy, which is nothing more than a “distinctive relationship - a relationship of power”. Abstract: The main aim of the study is to analyze the basic problem of evading customs payments, which entails serious financial losses for the state budget. The article seeks to discuss the problematic issues of criminal liability for evading payment of customs duties levied on an organization or an individual, as a type of customs crime. Ways of legislative improvement of criminal law norms and aimed at combating crimes in the field of customs regulation is particular, with evasion of customs duties levied on organizations or individuals at the present stage, are proposed. The article provides an analysis of the criminal law on evasion of customs payments and smuggling, and shows a method for distinguishing related offenses using the example of evasion of customs payments and smuggling. The authors give for us a comparative analysis of the criminal law of the Russian Federation, providing for liability for smuggling and evasion of customs payments, and give the criminal legal qualification of these illegal acts. The characteristics of the elements of smuggling and tax evasion fees charged to the organization or individual are given. Based on the study, the authors draw conclusions about the development and improvement of legislation on tax evasion. Abstract: The authors of the paper set the goal of examining the theoretical aspects of migration and showing the relationship between the influence of this social phenomenon on the political processes of the state and state policy in general. The authors highlight the main interdisciplinary approaches to the definition of the term “migration” with the aim of concretizing it in political science within the framework of the study. The study also answers the question of the relationship between "policy" and "politics" within a migration policy by comparing "state migration policy" and "migration policy", concerning which there is a different interpretation. The object of research is migration. The subject is migration policy and state migration policy. The topic is relevant because in the early 2000s migration acquired a new global scale under the influence of many heterogeneous factors often caused by adverse economic, social and socio-psychological conditions, as well as military conflicts of an interreligious and ethnopolitical nature. The research uses systemic, comparative, institutional, and ethnopolitical approaches. The systematization of approaches presents the scientific novelty to the definition of migration, as well as by the mutual influence of migration processes and political and administrative decisions. Abstract: The purpose of the study is to analyze the websites of museums in Russia in the European context. The Fine Arts museums in five regional centers of Russia and European Union, namely, in France, Germany, Poland, Croatia, and Lithuania were chosen for the assessment of their websites by four criteria: design, content, usability, and dynamism. A rating of the target Russian museum websites was compiled based on a comparative analysis of their compliance with these criteria. The findings allow concluding that some of the web resources of Russian regional museums meet the European standards, which let them powerfully join the modern virtual space and win both Russian and foreign audiences. The scienсe-based approach to a single virtual cultural space, which is currently on the focus of the museum institutions, supports the assumption of the museum websites to be a potent tool for the art communication with society. The practical value of the study is determined by possible uses of the results in streamlining and upgrading the museum sites, as well as in courses and training programs on museology, management, and marketing of social and cultural activities.
