Abstract: The effectiveness of the development of individual countries within the conditions of accelerating scientific and technological progress, expanding the influence of globalisation and integration processes in the global socio-cultural space are very important during the exchange of international students. The purpose of the paper is to research the methodological foundations of the humanities education for international students as an alternative to transhumanist ideology. In the framework of general scientific research methods, a paradigmatic approach is used as a factor analysis of students' educational processes. Particular attention is paid to the substantiation of the methodological foundations of the education humanisation on the basis of modern ontologically anthropological and religious-anthropological achievements of the philosophical field of knowledge. In this regard, the thesis is accepted that the artificially imposed transhumanist ideology performs a key integrating function when considering the practice of education of international students. The novelty of the study is due to a discussion of the contradictions caused by all-round technocratisation and informatisation, the fall of moral standards, and the degradation of human behavior. The practical significance of the study is determined by the need to develop a different pedagogy and model of education for modern students.

Prerequisites for Process Management Implementation in the Public Administration of Ukraine - Pages 2825-2833

Abstract: The main objective of the study is to analyse the prerequisites for the implementation of process management in public administration of Ukraine. In the process of identifying the presence of certain prerequisites in modern Ukrainian realities, methods of analysis of economic statistics and international indices that determine the level of technological and economic development of the country, as well as readiness to use information and communication technologies have been used. It has been determined that the evolution of management systems is derived from the development of managed objects. Therefore, the development of technologies as a way to transform matter, energy and information is the main determinant of the quality characteristics of management systems. It has been proved that given the global openness of the national economy and in a situation of insufficient technological level, there are opportunities for catch-up development in Ukraine, based on the introduction of digitalization technologies, which are used mainly in the sphere of services – financial, educational, public, etc. As a result, the introduction of information technologies will facilitate the transition to new rules for companies, organizations and government agencies. Taking this into account, there is an urgent opportunity in Ukraine to introduce process management tools and improve the efficiency of public administration and local self-government systems. However, changing the management system, in addition to process modelling and optimization, will require the transformation of cognitive models of civil servants as a sufficient condition for the effectiveness of the implemented system.

Modelling Game as Socio-Psychological Paradigm for Resolving Ethno-National Conflicts - Pages 2834-2838

Abstract: The aim of this study was: (a) to evaluate the effectiveness of training to improve the intercultural behaviour of students; (b) to study and enrich their personal experience of resolving interethnic and international conflicts; and (c) to identify factors that contribute to the effective development of relevant skills that ensure social self-efficacy, reduce social avoidance, increase empathy and intercultural tolerance. The study used general scientific theoretical, empirical, experimental and statistical methods. To diagnose the dynamics of the studied variables – social self-efficacy, social avoidance, empathy, intercultural tolerance – “Scale of social self-efficacy of Fan and Mak”, “Situational scale of social avoidance”; checklists “Interpersonal skills”; “Basic scale for the diagnosis of empathy in adults”; diagnosis of the level of formation of intercultural tolerance were used. At the experimental stage of the study, a series of training based on modelling games (simulations) to resolve ethno-national conflicts was conducted. At the end of the training, a repeated diagnostic section of the dynamics of the above-mentioned variables and a semi-structured interview was conducted, which included 5 open-ended questions. The multivariate analysis of variance (MANOVA) of these variables in comparison with EG and CG groups revealed significant dynamics in the variables “social self-efficacy”, “empathy”, “intercultural tolerance” and minor changes in the variable “social avoidance”. The dynamics of the EG index was more significant. Respondents also praised the types of work such as working in groups, the model of providing feedback during game situations and presentations of student projects. The results of this study confirmed that the model based on simulation games (simulations) for resolving ethno-national conflicts was effective in improving social self-efficacy, empathy and intercultural tolerance and in lowering psychological barriers (social avoidance) of EG participants compared to CG individuals. Participants reported that this type of training allowed them to develop skills for future professional activities in a multicultural (poly-ethnic or poly-national) community.

Comparative Legal Analysis of Some Aspects of Competition Law of Ukraine and EU Countries - Pages 2839-2849

Abstract: On its path to European integration, Ukraine is constantly improving its antimonopoly legislation and strengthening its protection of economic competition. Before independence and the collapse of communism, Ukraine had a highly monopolized economy. The newly created Antimonopoly Committee of Ukraine has, since its inception, had protection of economic competition as one of its main tasks. The purpose of this paper is to investigate the specific provisions of Ukrainian legislation and European legislation on the protection of economic competition, including the practice of its application. Poland and Germany were taken for comparison. On a case-by-case basis, this paper evaluates the role and importance of antitrust laws and the practical evaluation of the performance of competition authorities. The analysis of scientific works, legislation and specific administrative cases in these countries (based on the reports of the antitrust authorities for 2018) suggested that the activity of the Antimonopoly Committee of Ukraine, in terms of quantitative and qualitative indicators, generally corresponds to the level of work of the respective European institutions. An additional impetus to this process may be given by a closer European integration process in the field of economic competition protection by extending the EU Directives on this matter to the territory of Ukraine.
