Abstract: The issues of building effective marketing communications systems at the level of public administration are discussed in the article. Most marketing communications research focuses on the private sector. Marketing communications in the public sector are comprehensive and multi-functional. So, marketing communications in public administration are considered not only as a complex of information and communication mechanisms. They also include political, social, economic and cultural aspects. The marketing communications system should be formed both on the domestic market (provision of administrative services to the population and formation of a positive image of state power) and external (establishment of cooperation with international partners and conduct of international policy). According to statistics, the system of information support of public administration is considered relevant by more than 60% of the population of Ukraine. Therefore, given the relevance of this issue, it is useful to determine its practical significance. The establishment of a marketing communications system in public administration should provide the population with mobile provision of administrative services of high quality, the creation of systems of democratic civil society through the development of electronic petitions, the formation of a favorable image of the state to ensure high support for the processes of state creation among the population and at the international level to attract additional investments and ensure tourist attractiveness. Among the current directions of development of marketing communications of public administration are advertising, PR-technologies, image and brand construction, fight against “negative” and fake information, provision of electronic management and provision of administrative services online. However, providing the population with access to the Internet also remains an important issue, as it is this resource that is the main one for the introduction of digitization and digitalization processes in the country.

Fiscal Policy in a Decentralized Space of the Financial System of Ukraine - Pages 2891-2904

Abstract: The article deals with fiscal policy in the decentralized space of the financial system of Ukraine. The methodology of complex, systematic assessment of fiscal policy in the decentralized space of the financial system of the state is grounded. It is proved that effective methodological approach to assessing fiscal policy in the decentralized space of the financial system of the state is a vector auto regression (VAR), which provides dynamic correlation of time series with simultaneous determination of each exogenous and endogenous variable in the system, in case of fiscal impulses (shocks) in economy. The production-institutional function is used which, when adapting to the relationship between GDP and tax burden with specific statistics, changes the type of trend of tax revenue. A method for evaluating the effectiveness of financing targeted programs for decentralized territory has been developed. The dynamics of direct and indirect taxes to the state and local budgets are analyzed and the fiscal significance of VAT in GDP, the state budget and tax revenues of Ukraine is determined. The amount of tax debt and the state budget deficit has been estimated and the structure of tax benefits in terms of taxes and fees in Ukraine is presented. The projected values of real tax revenues per capita are substantiated and the forecast parameters of the level of subsidization of local budgets of decentralized territories are given.

The Historical Evolution of the Administrative Procedure (Comparative Approach) - Pages 2905-2920

Abstract: The author is engaged in a comprehensive, comparative study of the administrative procedure in Ukraine. In our country, there is no mechanism for the functioning of this institution for a number of objective and subjective reasons, which complicates the study. In this regard, the author refers to the doctrinal legislative and historical experience of such countries as the USA and European countries (Germany, France), since these countries have a fundamental and centuries-old history of the process of formation, development and modernization of the administrative procedure at different historical stages. The history creates law. The purpose of the work is to review the evolution of the administrative procedure and identify key historical and political events that triggered the mechanism of the administrative procedure in the above countries. The result of historical and legal research are the doctrinal concepts of scientists, which influenced the further formation and development of the administrative procedure. During the study, the author received unique knowledge that will be helpful not only in expanding the horizons of scientific knowledge, but also applying them during the writing a doctoral dissertation, which will be the first research work of this level in Ukraine.

Risks in Public Administration in the Context of Globalisation - Pages 2921-2928

Abstract: The relevance of the study is conditioned by the fact that globalisation is accompanied by a conflict of interest, increasing contradictions, the emergence of new risks in various areas of public administration in particular. The paper investigates risks in public administration in the context of globalisation. According to the results of cluster analysis, the risks are grouped into the following clusters: socio-humanitarian, environmental, financial-economic, and information-technological. In the context of the conducted expert assessment, the risks in public administration in the context of globalisation were identified and a cluster analysis of the identified risks was performed; a map of risks is drawn up, and constructive and destructive factors influencing the processes of globalisation are determined. It was argued that the globalisation processes are already irreversible, but countries need to identify risks to minimise or neutralise them, to predict possible threats and consequences, as an indicator of these changes is security. The paper has theoretical and practical significance, because national and state security are leading in public administration, as almost any conflict becomes a global issue.
