Perception of Students as a Beginner Voter on General Election in Cianjur District - Pages 1844-1852

Abstract: In this simultaneous election, legislative elections for the regions, provinces, and the center as well as the election of presidential pairs. There is an assumption that with the simultaneous implementation of legislative and executive elections (Candidates for President-Vice President), there appears to be an imbalance between the election of the Candidates for President-Vice President and the legislature so that the presidential election contest gets more attention than the legislative election. The public is quite enthusiastic about welcoming this election with a public participation rate of 81%, which is quite high when compared to previous elections. This study examines students' perceptions of the survey results regarding perceptions of the implementation system and socialization of the 2019 simultaneous elections on April 17, 2019. This study uses quantitative methods using a questionnaire to students. For beginner voters who in this study were represented to Universitas Suryakancana students with a sample of level 1 and level 2 students of the Teaching and Education Faculty, Universitas Suryakancana, with random sampling in the Cianjur district and sufficiently representative. The conclusions of this article are: 1) The campaign as a media of socialization and political education is seen as influencing the choice of candidates for both the executive and legislative elections; 2) Social media, which is seen as the most dominant in influencing voters' preferences for both the executive and legislative elections; 3) Beginner voters saw a necessity and felt enthusiastic about voting and were very decisive on the vote acquisition; 4) The response of first-time voters to choices for executive and legislative elections is based more on the character and authority of the prospective leaders; 5) The reaction of first-time voters to political parties in a democratic government system requires multiple parties.

The Development of Federalism as a Concept and State-Legal Formation in the Light of an Integrative Approach - Pages 1862-1866

Abstract: In the context of modern globalization, the task of clarifying the role of the federalism idea as a conceptual level of cognition in the context of the formation of new forms of state-legal education becomes urgent. The most important prerequisite here is a theoretical and methodological solution to the problem of federalism as a concept involving the consideration of its historical understanding and the solution of issues of federalism as a state-legal formation (practice) inextricably linked with the genesis of the federalism concept. Hence, the main purpose of the study is to investigate the stages of the federalism concept formation and discloses the historical features of its practical implementation. Two opposing principles of federalism (integrative and disintegrative) are defined and the promising outlook of its research from the perspective of an integrative approach is shown.

Abstract: This article discusses the function of semiotics in political discourse after the socio-political processes taking place in Iraq since 2003 and its role in the development of textual criticisms of some Iraqi politicians, analyzes the reasons for its functioning in the speech of politicians. The research is mainly focused on finding out to what extent political text studies draw on sign systems that can store and transmit information, the nature of its purpose and the use of available fields for the purpose to be achieved. The chief purpose of the study is to investigate and also clarify the symbols and signs appear within the framework of discursive Iraqi politicians, the nature of the symbols used, and the meanings that are included in the discourse in terms of structure, context, and form. Moreover, it has been attempted to define semiotic features in the texts of Iraqi politicians; and elicit structure, style and wording, and the degree of convergence of meaning and form in the semiotic application.

Committing a Crime while Intoxicated: The Basis of Liability and Legal Regulation - Pages 1871-1875

Abstract: Alcohol and drugs have been known for a long time, and their purpose has changed in the course of history. Being part of the global culture, they have come down to us. With the development of mankind, drugs were limited. This article attempts to analyzes the concept and types of intoxication. The authors also take into consideration the basis of criminal liability for committing a crime while intoxicated, as well as the role of intoxication in criminal law. This research was based on a dialectical approach to the disclosure of legal phenomena and processes using general scientific (systematic and logical methods, analysis and synthesis) and specific scientific methods. In the end, It can be concluded that the state of intoxication can be included in the main corpus delict, used as a qualifying attribute, as well as circumstances aggravating liability. It is indicated that considering intoxication as an aggravating circumstance requires a connection between crime and intoxication.
