Abstract: This article is devoted to the questions of the history of the Kazakh film studies development and further prospects in comparison with the dynamics of world film studies. The authors have analyzed the typical issues of film studies development in the Central Asia region, studied the specifics of film schools in five countries: Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan. Conclusions have been drawn on the development of film studies in this region.

Overall, the evaluation of development prospects, given in the conclusion of the study, can certainly have a beneficial impact on the development of the Kazakh films, its popularization in the world, and also help surmount potential obstacles in the way of its flourishing.

The main objective of the survey is to demonstrate the regularities of utilizing the experience of international film schools in the national schools of film studies and focus on the similar means of development of the Kazakh and Russian film studies from Soviet times. Subsequently, Based on the research, the authors suggest practical measures to develop national film studies and its integration into world film studies.

Voluntary Refusal to Commit a Crime: Significance, General and Special Signs - Pages 1884-1888

Abstract: The article describes and examines the significance of the rule of the voluntary refusal to commit a crime, as well as explores its general and special signs. It is noted that the voluntary refusal to commit a crime is the rule contained in any modern, progressive law. In this vein, there are different theoretical approaches to the determination of its value and signs. The signs are debatable in nature, and their establishment by the law enforcer may cause difficulties. The difference between voluntary refusal to commit a crime, which is implemented in three functions, is determined, definitions of general signs of voluntary refusal are proposed, their content is clarified. Special signs of voluntary refusal are disclosed.

Abstract: The dynamic development of theater culture in Russia, including the culture of Amateur theater, the growing popularity of Amateur theater in modern society, and the awareness of Amateur theater as a phenomenon of Russian national culture makes it urgent to improve the training of managers of Amateur theater groups in institutions of arts and culture. The study of literature, generalization of practical experience, and experimental research data led the authors to the conclusion that the direction of this improvement is to educate students in a value attitude to Amateur theater and their chosen profession. The functions of value attitude education: epistemological (knowledge), axiological (value), regulatory-normative and creative. Components of the pedagogical model: adaptive-diagnostic, planned-correctional, informational-activity, variative-creative, evaluative-effective. The results of the chosen pedagogical model gave positive results, which makes it possible to consider the proposed way to improve the training of specialists correct and appropriate.

Abstract: The paper presents the self-education paradigm that takes into account a conscious, focused and rational nature of this phenomenon, substantiates the need to manage this process in the 21st century, considers such concepts in personal development as “to learn” and “to discover”; from the perspective of the organization of the educational process at university, the article studies the correlation of “knowledge” and “education” in the context of self-study of students of universities of culture and arts; it investigates the role and importance of information and communication and time management technologies in students’ self-education.
